Database Instances With Zero Connections

This bot identifies database instances that have not served a connection over
a period of time. If the database instance has not served a connection, it is
possibly an underutilized action and can be snapshot and terminated.

Recommended Action
------------------

Notify the database owner of its disuse, snapshot the database, and terminate
it.
